Problem with my new computer. ( En / FR )

Hi, I just started my computer and some features are not working, I can not open the notification center or the settings ( notification center won't open and settings open and get closed immediatly ) and i can't switch from the sound of the Pc and the sound of my headphones. Has anyone an idea about

i have the solution !
the problem is window (v.2004), update this (may,2020) and it's ok
